Why Arteta will never play for England.

Any lingering hope Fabio Capello may have had of selecting Everton’s Spanish midfielder Mikel Arteta have been dashed by FIFA.

It was believed that the player qualified to represent England because residency laws enable him to obtain a British passport.

However, FIFA Article 18.1., rules out any possibility of him being selected.

Arteta represented Spain at Under 16 and Under 17 level in 1999 and would have had to have held dual Spanish / British citizenship, at that time, to make him eligible for England now.

This was confirmed by a FA spokesman who said: ‘Under our understanding of FIFA rules the player is ineligible to play for England.’
